MECV Overview In keeping with DoD and Army Budget Programming and Leadership decisions, the Administration's recently released budget proposes to terminate the MECV program. no further action in support of the MECV program is planned.Industry should be applauded for the professional, prompt and detailed support given to the MECV program. Those pending requests and questions via the MECV Website are now considered "Closed", unless otherwise notified. Any additional inquiries received through the MECV mailbox will not receive a response. The Government seeks the development and integration of proven material solutions to improve the survivability, mobility, and operational capability of HMMWV Expanded Capacity Vehicles (HMMWV ECV). The primary mission of the HMMWV ECV is to provide protected mobility to ground forces with the capability of operating in a threat environment that involves the possibility of ambush, the use of mines, explosives, and small arms fire (SAF). The name for this upgraded HMMWV will be the HMMWV Modernized Expanded Capacity Vehicle (HMMWV MECV). This modernization effort requires the development and integration of protective armor below the cab, enhancements of the vehicle’s ability to respond to demands for speed and braking, improvement of the vehicle operator’s ability to control the vehicle, and the incorporation of safety enhancements to reduce the intrusion of thermal fires from fuel as well as directed enemy fire in the form of projectiles from entering the crew compartment. Improvement of the armored HMMWV fleet will enhance the effectiveness and protect combat support and combat service support personnel conducting operations against unconventional enemy forces. The Government’s goal is to acquire the HMMWV MECV as a recapitalization effort using the HMMWV ECV as a starting point for redesign and integration. Recapitalization of the HMMWV ECV to produce the HMMWV MECV will reduce development time and offer the added benefit of improving the vehicle system without adding extensive new training requirements and added maintenance support burden on the shoulders of Soldiers in the field. MECV Program Update The final MECV RFP has not been released and there is no due date for MECV proposals at this time. The final MECV Proposal due date will be determined and included in the formal MECV RFP once it is released. Controlled Unclassified Information (CUI) Controlled Unclassified Information (CUI)/For Official Use Only (FOUO): CUI/FOUO documents are being consolidated for release, but are not available at this time. Please continue to monitor the MECV webpage for further information regarding access to these documents. A vendor does not need to wait to submit their request for CUI.Interested Sub-Contractors The Government will be maintaining a public listing of Contractors interested in subcontracting opportunities related to the MECV program. The listing of Contractors interested in sub-contracting opportunities is provided as a courtesy for any potential offerors, so they may directly contact the interested sub-contractors, if desired. In providing this list, the Government neither claims nor disclaims the availability or viability of these firms as potential sub-contractors.
