What is a Broad Agency Announcement? A BAA is a kind of simplified solicitation. Its used when we need certain kinds of basic or applied research and development not directly related to a particular vehicle system. A BAA is not a full Request for Proposal, showing all of the clauses that will apply in the resulting contract. Instead, a BAA describes research and technology areas that TACOM wants to pursue. Since a BAA is a kind of simplified solicitation, only a few BAAs require contractors to respond with a full proposal when a potential project interests them. Many TACOM BAAs encourage initial submission of an abstract or summary of the work you would propose to do. This is all you need to send us initially. Each BAA is different, and the text of each one gives you the ground rules for your response. A panel of scientists and engineers will review responses received for each BAA. If the panel decides your abstract has merit, they will ask you to develop a complete proposal. In this way we ask for full proposals only from organizations whose ideas most closely relate to our mission, and therefore, have an improved (though not guaranteed) probability of being funded. Each BAA includes information about how to prepare your abstract or proposal, and identifies the buyer to contact if you have questions. |
