Level of Competition: Competitive vs. Sole Source Acquisitions Last Updated: May 11, 2011

The solicitations posted on our Open Solicitation Page are marked with regard to their competitive status. Below are definitions of the levels of competition, full and open competition or other than full and open competition, and the variations within each major category.

Full and Open Competition "Full and open competition" means that all responsible sources are permitted to compete. It is the preferred form of contracting and includes contracting by sealed bids, negotiation, and other procedures.  When sealed bids or competitive proposals are used under full and open competition, there is potentially a large universe of prospective bidders or offerors. The successful offeror is selected on the basis of criteria established by the buyer and PCO. ---FAR 6.1
Full and Open Competition After Exclusion of Sources

-- SET-ASIDE means that the acquisition is reserved for competition among a specific type of business concern. For Example: Competitive - Total Small Business Set-aside, Competitive - Section 8(a) Set-aside, or other competitive set-asides. FAR 19.5 provides guidelines for providing for maximum practicable opportunities to small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, and women-owned small business concerns. ---FAR 6.2

-- Alternative Sources means that the action resulted from the use of procedures that provide for full and open competition after exclusion of one or more sources in order to reduce overall costs; to have a facility available for national defense or industrial mobilization; or to establish or maintain essential capabilities. More information about the use of alternative sources can be found at FAR 6.202.

Other Than Full and Open Competition

-- NOT COMPETED means that only one source was solicited for reasons authorized by regulation and justified by the contracting officer. Most common reasons are there is only one responsible source and no other supplies will satisfy agency requirements (FAR 6.302-1), unusual and compelling urgency (FAR 6.302-2), industrial mobilization (FAR 6.302-3).

-- NOT AVAILABLE FOR COMPETITION - Authorized by Statute means that only one source was solicited because of an international agreement, or a statute expressly authorizes or requires that the acquisition be made from a specific source or through another agency such as the Federal Prison Industry, Government Printing and Binding (FAR 6.302-5).

-- NOT AVAILABLE FOR COMPETITION - Sole Source Set-Aside means that this buy was a sole source set-aside for a HUBZone, 8(a), or Service Disabled Veteran Owned Small Business pursuant to FAR 6.302-5. More information about Small Business Set-Aside Programs can be found in FAR Part 19.
